  1. I think your best bet is to find out through a local volleyball league or contact a college or high school.

If you are going to ref an indoor game then these are where you should look for help.

Now if you are going to ref outdoor games you may want to contact the AVP or FIVB. www.AVP.com or www.fivb.org. Both would be able to point you in the direction of obtaining a rulebook.

  2. Are you looking into the rules of volleyball or are you interested in becoming an official?

There are 3 basic sets of rules.  FIVB is the international governing body of volleyball.  The Olympics use that set of rules.  Every country in the world except the US uses those rules for their college and high school rules.  In the US, we like to make things more complicated.  Women's college uses NCAA rules.  The high school and junior high schools use NFSHSA rules.  And then, USAV governs club volleyball.  And then, there are beach rules.  FIVB also has a set of beach rules, with USAV having their set as well.

Here are some basic rules.  I have included a link for a difference sheet between the USAV, NCAA and NFSHSA rules.

3 hits on a side, the block does not count as a hit.

Touching the net is illegal, most of the time.  NCAA and USAV have exceptions for the player having to be part of the play.

Crossing the centerline is illegal, most of the time.  NCAA  has ad exception again.  NCAA says you can get most of your body across the line if you are not a safety hazard.

All sets now use the Libero.  They are a defensive specialist that wears a different colored uniform from everyone else on the team.  The can replace anyone on the back row.  In NCAA and NFSHSA rules, the Libero can serve.

There is a 10 foot line on the court.  Back row players may not attack the ball from on or in front of the line.

Players may switch positions after the serve is contacted.

Games are to 25 points except for NCAA, which uses 30 points.  Deciding games are to 15 points.

If you have any other questions, please feel free to email me.  There are about 175 pages in the USAV book.

If you are trying to become a referee, please email me.  Each of the different organizations has different ways to get involved.  It even depends on where you live.  The method of becoming a referee in Texas are not the same as becoming a referee in California.

  3. Well, Gordon has been the God-Sent on this site. I don't want to even guess whether there is anything missing from his answer :)

I am guessing that the original question came from the desire of appealing against a referee's decision. Should that happen, the best resource is the rule book, and of course Gordon's email address.

Volleyball rule changes for USA Volleyball, NAGWS, High School (NFSHSA) rulesets for current and previous years.
