What are the rules to this team building activity?

I did this team building activity once during a volunteer project where everyone crouched in a circle with our eyes closed. The moderator went around the circle and recited four rules we had to follow. They were like #1, always follow the rules; #2 if I tap you once, do something; #3 if I tap you twice, do something; and #4, if I tap you 3 times then you can do whatever you want." The goal is that the person that gets tapped 3 times will set everyone free by going around to tap them 3 times. Has anyone ever heard of this? Does anyone know what the rules are? I've tried to search google with no luck. Thanks!
