A layer of connective tissue condenses around the follicle, which forms the Theca folliculi.  Thecal and granulosa cells cooperate to produce estrogens.  The inner thecal cells produce androgens, which the granulosa cells convert to estrogen. So as you can see, it is a co-operative effort, ut thecal cells produce the androgens first.
