They are items that boost the recruitment rate for specific pokemon types. Like, for example, the fiery drum would make it easier to recruit fire types and fire types only. You get one item everytime you beat one of the seven treasure dungeons.

They are special items that are found in the Special Wonder Mail only dungeons. The dungeons are:

-The Sky Stairway

-The Shimmering Desert

-The Bottomless Sea

-The World Abyss

-The Giant Volcano

-Mt.Avalanche

-Mysterious Jungle

Each of these dungeons have a legendary Pokemon guarding the treasure. The bosses are:

-Rayquaza

-Groudon

-Kyogre

-Giratina

-Heatran

-Articuno

-Mew

Once you beat them, you have a chance to recruit the boss, not 100% but around the 75-99 range. The items themselves, when held, increase the recruitment rates for the corresponding type of Pokemon.
