What are the signs with the big red "Q"s on them?

Question

While driving around Phoenix AZ, my wife and I have noticed several (about 20 so far) signs with nothing on them but a big, red, letter "Q". They vary in size from about 1'x1' to 4'x4'. All have a white background. I have photographs of about 5 of them. All that we have noticed have been in the North and Northwest Valley. Please put an end to our overwhelming curiosity!!
