What are the small brown bugs living above my cats nose? they run when try to rub them off. are they fleas?

i just got a kitten and noticed around 2 or 3 small brown bugs that live just above my cats nose. there is alot of black specs that appear to be dirt around them. i have tried to rub them off with damp cottom wool but the bugs just run or fix themselves on the cat and i cant get them off. are they fleas? there are only a few of them though and i thought if they are fleas there would be alot of them. please help!!!!!
