  1. This policy would be opposed by various sectors such as religious groups, human right advocates, pro-life groups, etc. Though this will bring good economic benefits 10-20 years upon its implementation.

    Implementation of this policy will be hard, one thing is that the most populous people are poor and it will be hard to administer fines to them (since they are financially incapable). Also, this policy should be implemented with the law on the use of contraceptives (birth control) or an increase in the abortion rate among women is expected.

    Positive effects

    * Increased savings rate (since there would be less expenses in family level)

    * Economic growth (demand for goods and services would slow down, so prices would become more stable)

    * Increased involvement of women in the labor force

    * Decreased environmental Impact (lesser population means less er resources needed)

    * Reduced problems associated with overpopulation such as epidemics, slums, overwhelmed social services

    Negative effects

    * Very hard to implement (due to religious, cultural, political, financial differences)

    * Increased corruption (embezzlement, bribery)

    * Increased abortion among women

    * Increased abandoned children

    * Human rights violation

  2. I think there is no harm in trying this policy as the Philippine economy can no longer accommodate more than 70 million souls. However, the biggest hurdle is the Catholic Church. I bet they would say no to that proposal to make sure they still have the biggest share of the pie for you-know-what...

  3. With church in power in this country you wouldn't even have to worry about the social effects because ITS NEVER GUNA HAPPEN.

    church loves the poor and will keep the poor POOR. Don't agree? look around you.

  4. a change in the economy but that doesn't mean it is for the better. as i've always believed, it is not the population alone that is to be blamed for the poverty we are experiencing right now.

  5. Most younger generations opted to only have 2 kids.  It is very rare to find couples between 22-40 having 3 kids or more.  Most in urban areas are getting educated enough that having a lot of kids is not good for the economy or the environment.

    Those living in rural areas need family planning and s*x education in school.  But those programs have been cut because GMA does not want to lose the catholic vote.

    Other NGOs have been stepping up to the task without the government support, even jailing/threatening volunteers for distributing condoms to regular couples and high risk groups.

    I highly support NGOs that promote healthy sexual health and family planning.

  6. That depends if some government official is willing to go against the church.  Even if it did get implemented, it just takes a little bribe to turn away the head of enforcement.

    Because of these two factors, I don't think such a proposal will happen or be effective.

  7. Positive views:

    -Population slow down of the country.

    -Show up of current economic status.

    -Poverty shall reduce.

    -less crime coz of less population

    - and much more prevailing achievements may be happen when proposal become a law but I don’t think so……

    Negative views:

    -Let’s think about, how could be apply this to all Filipinos? 30 % of Filipinos populations who are unrestrained by the Phil. Gov’t and they have own laws and policies.

    -90 % of Phil population is Roman Catholic Christian and we knew that is a prohibited to their/our belief, how can passed this resolution in the congress, if Roman Catholic says we don’t like it.

    This is just totally a dream...that never happend real Phil society.

  8. In two generations it will reduce poverty considerably, and there will be less stress on natural resources.  The population actually needs to shrink as opposed to stay the same - a one-child policy would be even better.

  9. If you look at the trend of all policies being written up, I'd say it will cause opposition from either a human rights group or a pro-poor organization or a church-backed organication, who would insist that every human being has their own right to have how many children they want.

    Then all the hoopla will all die down. And people will forget.

  10. For sure thhat wont happen #1 coz the religion are always "nakikisali" sa desisyon ng gobeyerno which is totally out of the line i think that is why our country no improvement too. I will vote for 2-child-policy if this will make our country a lil bit asenso.

  11. They don't need to establish a new law.  They just need to educate young people and encourage contraception.  A two child limit is a bit overboard and a government mandate violates many religious principles.  I'm not Catholic but I do cherish freedom.  Government of any level has no business in anybody's house, bedroom or pants.

    And another thing. The government can't even consistently enforce a helmet law.  How they gonna make this one work?
