reclaim the shoreline. (it's been done before but was stopped) build a properly planned community therein and sell thru sss/gsis and banks. for those that are indigent portions can be allocated and can be paid for by various businesses/organizations. the communities across this reclamation projects can then be vacated and transformed into well planned communities. yearly flooding thus can be licked finally!
