OK well I am assuming you are talking about Naruto if so:

Ninjas use chakra (special power source) to make many different types of jutsu (attacks) with hand motions. The Uchiha clan's special eye is called Sharingan it is an inheritance trait given to that clan that give them an advantage in battle.

Naruto and many other anime and manga can be quit confusing if you do not watch all the episodes but the Naruto anime in America is now nothing but filler episodes (not really important episodes). I would highly suggest you read the manga here : http://www.mangafox.com/page/manga/serie...

If we are talking Naruto (if you don't want us to assume, tell us what type of ninjas) it's called chakra. The eye is called Sharingan.
