What are the state regulations regarding holiday pay in California?

The decision to pay holiday and vacation time is up to the employer.

I know of no state regulation in any state that says an employer has to pay you when you don't work. I cannot even imagine such a thing. It is always set by agreement (if any) between an employee (or bargaining unit) and an employer.
