To get an FM3 with work permit, you must first find an employer who will offer you a job and who will write a  letter to immigration stating that he cannot find a Mexican national to fill the job.  You take this letter and go to the nearest INM (immigration )office and apply for the FM3 with work permit and pay the fees.  None of this is quick or easy.
