  1. 1.  Learn rules and regulations

    2.  License

    3.  Location

  2. Assuming you already have the resources.

    Steps:

    1. Find a good location. [Somewhere near a housing community would be best. Since parents would be dropping them off on the way to work.]

    2. If not renting start now with the construction.

    3. Decorate the place that's suitable for toddlers. [I suggest something that looks a lot like a day care center with toys and fun things around.]

    2. Hire educators with good toddler handling skills and a lot of patience. Then hire your crew for maintenance, food, clinic, security and sanitation.

    3. Advertise. [TV, Radio, Posters and Internet]

    4. Start operating.

    I think that's it.

  3. You need to go to the SBA, small business association and get a business start up kit that explains to you how to start the business and how to get a federal tax number, etc.  And you need to contact the licensing division at DHS, department of human services, who will give you all the requirements and regulations on operating  a daycare.
