  1. Huh?  What would you need?

Put it in the envelope and take it to the post office.

  2. If there is anything breakable, you'll need to use padding.  Otherwise, just address the envelope with your return address, put whatever it is (legal, of course) into the envelope, and then weigh it to be sure it isn't overweight.  Seal the envelope, take to the Post Office and pay for it to be mailed.  The Post Office will do everything else, including delivery.  Priority Mail costs a bit more than regular mail, you can't mail anything explosive, alcoholic, perishable or alive, and shouldn't mail anything that is 'illegal' in the United States.  Other than that, it's very easy to mail a package, and a Priority Mail package is no different at that end than regular mail.  It's different at the other end, because most Priority Mail gets a somewhat 'special' delivery if it comes in after the regular post-person is gone from the office.  It takes only 2-3 days for most Priority Mail, and can take up to two weeks for other mail, even in the US.

  3. Uh..yeah...

Put the contents in the envelope, take it to the post office, pay them them, leave the package with them...

    leave..
