  2. Ok, the link the guy gave above stinks so I am going to answer this one.  Lets first clarify what we mean by sustainabile development. I understand that to mean building buildings that use minimal energy, are made of environmentally sound materials, encourage recycling, do not contain hazardous materials, and do not deplete a resource that is not easily renewable.  So government can encourage these activities starting with building codes and permits. The state has very clear requirements for building construction of all types. These requirements can be enhanced to more energy efficiencient buildings. Second, there can be tax and property incentives for buildings that meet a certain level of requirement in terms of sustainability. In commercial buildings there are silver, gold and platinum buildings but they come at a cost. Government can minimize taxes and give incentives for building these. Also, there should be silver, gold and platinum homes.  Bamboo is a good example of a renewable material. Give incentives for purchasing these materials over oak or other wood products that take 50 yrs to renew. In terms of construction waste, make it easier for contractors to recycle by creating more accessible recycling facilities. Require even the smallest communities to have 7 day a week recycling facilities.
