What type of door are you talking about?

An interior or exterior, single or double swing door . Which way the door is turning, inside outside? Or do you mean a  sliding door or pocket door?

If you want it permanently mounted its called a door sweep.If not you can buy whats called a door snake

i know them as door skirts. you can get then at almost any hardware store or wal-mart/k-mart/home depot. they have an aluminum strip with a rubber skirt at the bottom. there are adjustment slots where the metal strip is screwed to the bottom of your door. with just a little care full planning ahead they do a very good job of sealing that gap at the bottom of the door.
