What are the three best pokemon for the battle tower in pokemon pearl?

Milotic(m)surf, ice beam, toxic, recover

Garchomp(m)earthquake, dig, dragon rush, flamethrower

Raikou(m)thunder, thunderblot, spark, extravensary

please can u gimme the best pokemon with best statergies

wow...umm the pokemon are good. I think your should elaborate on stats and stuff.  also your movesets are kinda bad.  tell me why would u use 3 electric attacks on the same pokemon.  if its your last pokemon and your against a ground type what do you do?  a lot of people tend to not beliedve me.  trust me. or ill prove it to you.  (battle) anyways Ill tell you more:

A raichu suports alot of types. i used my empoleon with earthquack ,ice beam hurdo pump,?? and a raichu with a gallad that knows dream eater hypnosis close combat and phchic
