  1. Which part of MN?  It can be different in different cities.  Call the court system in the county you live in and ask them.  In the phone book it will be under the county goverment section.

I'm not sure what you mean by obstruction of vision.  But if you mean for example: a bush or a wall blocking a stop sign or your tree has low hanging branches blocking the view of oncoming traffic then that is handled by Building & Safety or Public Works Code Enforcement.  Usually they will issue a notice to comply or a citation and you will have to comply by a certain date or pay a fine or sometimes both.  If you check the notice there should be a department and a number where you can reach them.

    If you recieved a ticket from a police officer then you can call the courthouse or the police station and they can tell you the cost of the ticket.  

  3. You can call the court house, where you pay the ticket, they will tell you.
