What are the tiniest black flies called.?

that look like dots when land on arm when in the garden. there seems to be alot around this year. never see them flying but they just appear.

in Scotland they are called midges but they are not tiny...., they are the size of beetles.(lol) however you do also get fruit flies which are very small and abundant if you have left fruit or veg in the cupboard for a week or two.

I don't know what they are called, but I do know that they are a pain in the rear. They go whizzing back & to in front of my eyes when I am on my computer and drive me nuts because I just CANNOT catch them.
