  1. Cheapest?

    Moldova, Kosovo, and Belarus.  All have very little tourism industry, a struggling economy and a bleak economic outlook for the near future.  So, plan for a trip to Eastern Europe (Belarus, Ukraine, Moldova, maybe Slovakia and Romania), or to Southeastern Europe/the Balkans (Kosovo, Serbia, Bosnia an Herzegovinia, Macedonia and Bulgaria) for the cheapest stays, food and the most for your dollar.  There are several picturesque villages and towns and cities to be explored, and these countries are largely not on the tourist radar, unlike Croatia or Czech Republic, which are quickly becoming highly touristed and the cost of living and the prices are rising to Western Europe standards rapidly.

Places where they don't use the euro, you have a better shot.  Republica Moldova is by far the cheapest country I have visited, but isn't very tourist friendly unless you speak Romanian/Russian.  Most of the foreigners there are in some way involved with Peace Corps or medical and spiritual missions.  That being said, my husband and i had dinner at a four star hotel in Chisinau for 2 people under 30 dollars, and I am talking the best service and food in the city.  Regular restaurants and fresh food from the markets is even cheaper.  If you are looking for somewhere even more bargain basement, the breakaway republic of Pridnestrovie in Rep. Moldova is still communist and tram tickets cost 3 cents, and everything that is available is incredibly cheap.  The across the board estimate for how much money to exchange in Pridnestrovie is 5 euro/day!  But if you aren't in the mood to hop into a time machine back to the USSR, I have heard that there are still good deals to be found in Croatia, Czech Rep. and even a few reasonable places in Ireland.
