  2. You're referring to "the order of precedence", which is phenomenally complex, however in simple terms it goes roughly along the lines of:

    Sovereign (Monarch)

    Sovereign's spouse

    Prince or princess (immediate family of sovereign)

    Duke

    Earl/Count

    Marquis

    Baron

    Viscount

    Different countries of course have different terms.  And there are additional complications such as whether a title is inherited or appointed, the standing of an individual in court and suchlike.  In modern terms, for example, the Earl and Countess of Wessex are the son and daughter in law of the Queen of England (and sundry titles) and would rank in precendence against a Duke who was not also an immediate relative of the sovereign (although, of course, at the moment there is no one of Ducal rank in the UK who isn't an immediate relative: the Duke of Edinburgh being the Queens Consort, the Duke of Cornwall being also the Prince of Wales and the Duke of York being the second son (whereas the Earl of Wessex is the third son)).
