What are the ways to improve english fluency?

i have been sincerly to trying to speaking enlish for the last 11 years but i am not able to achive fluency. if anybody know tricks, lesson in text form or multimedia form please let me know

You just did admirably right there.  Much better than about half the people on this site, actually.

  Read books.  Fiction books, really, that's about it.  It's the best way to learn any language.

The practical, fun and proven-effective ways.. like reading books, watching english movies, practicing infront of the mirror and joining forums like this..

Book work along with speaking is the only route.  Unfortunately, speaking to friends who don't correct you won't help.  You need to pay a tutor to constantly correct you and take notes of your mistakes so that you can study WHY you made them.  If you do this (critically) once or twice a week you'll soon see a difference.
