When it's really really hot.  Once cut, the grass will scorch.  Also, in the UK I've found that wasps are drawn to the smell of cut grass and will buzz around a few inches off the ground - mow in the evening in waspies are sleeping.

At the peak of the heat...usually around 3:00...do it in the evening when it's cooler or mid morning or just scrap the whole lawn thing and put in artificial grass!

Early in the morning and later in the evening (before dark) are best.
