What are these bugs called?

I was just outside (it's 7:30pm). There was a big group of REALLY small bugs flying above me in a cluster. What are these? What do they do? I know they aren't bad...I was just curious.

I think those would be gnats...

They are gnats.  They don't do anything but cause bouts of laughter by people who watch you flail your arms around in an attempt to swat them away..
