What are these buildings in Mecca?

What is this group of buildings in Mecca?

It's on Google Earth at the below Lat/Long

21°24'44.77"N

39°53'37.87"E

It looks like a massive Self-Storage place but I rather doubt that's what it is. It's got roads going through it but does not appear to be residential, industrial, or commercial. I'm curious if anyone who has been to Mecca can identify this.

It is a semi-permanent tent city in Mina, used to house pilgrims on the annual Hajj.
