  1. The Water Moss Fern(Azolla) do float on the surface, though there roots are under water. It is a plant.

    The Water Boatman is an aquatic insect, they swim upside down on the surface of the water.

    The Arrowhead (Sagittaria) grow in ponds and are used for aquariums. They can be emerged or float.

    And the Pond Skater (Gerridae family) is an aquatic insect as well, they live and walk upon the surfaces of ponds and streams.
