  1. They are asking you to complete the square.  

    shift the -1 to the other side by adding one to both sides

    then take one half of the 8x and square it

    add that number to both sides

    then simplify and you have your new equation

    Example with this problem:

    2x^2+8x-1=0

    2x^2+8x=1

    x^2+4x=1/2

    x^2+4x+4=1/2+4

    (x+2)^2=9/2

    so, k=9/2


  2. Your equation is x^2 + 4x - 1/2 = 0

    Theirs is x^2 +4x +4 -k=0

    Comparing, -1/2 = 4-k

                        k = 4 + 1/2 = 4.5 ANSWER
