Are they still going to build a significant above ground structure for a station, a park, or at least a parkng lot where they demolished those buildings?

Metropolitan Transit Authority and Port Authority of NY & NJ are building new passegeway for Fulton Street Transit Center, which will connect planned 2nd Av Subway T line, R/W at Cortlandt St, 1 @ Cortlandt St and WTC PATH Station.
