Solar energy is not very efficient at providing heat to cold, dark areas....

Indeed, they are cold and dark because of a lack of sunlight.

Also, if we all lived in areas with maximum solar output, we'd probably all need Air Conditioning, which is one of the most energy intensive things we have.
