I've seen these people on the history channel that use these flimsey things and walk around holding them perpendicular with their bodies and the wires supposedly move to show energy?

what you are talking about is diving rods

The easiest way to make a set is get two pieces of copper wire and bend them at right angles.  Carry them around in both hands.  They will V out when you walk over something that is different  than the rest of the ground.  People used to use them to find out where to dig a well
