What are those small streams of water for in the Olympics diving pool?

They are like fountains. You can see them when divers reach the water.

  1. Those water sprays generate little waves on the water surface. Without a little turbulence, the divers wouldn't be able to see where the surface of the water is while in the middle of a dive.

    Those water streams are there because the diver needs to see where the water is!

They create movement in the water that helps a diver "spot" the water.  When you watch divers do multiple flips in the air you might be able to see that their head pauses momentarily in the middle of each flip- this is so that they can see an object that helps them determine their arial position.  If you have ever looked into a pool of extremely calm water, you can see that it reflects things.  If the water were calm it would reflect the ceiling in the pool that would confuse the diver.  

  4. They roil the water which allows the divers to better discern the the surface.
