Yeah, like the guy above me said, they're called jammers.  But with normal lycra/nylon jammers, not necessarily all of the water runs off of them when you get out of the pool.  If you want one's that specifically do have all of the water run off, try Speedo's XD Skin jammers or briefs.  (XD standing for Xtra Dry). They don't really cost that much more than a typical nylon/lycra jammer by Speedo, but for the best price, try swimoutlet.com.

they are really tight for guys they go down to about your knees. they are worn in competitions.

google jammers and see if they are what you are looking for.
