What are those weird seaweed on Rialto Beach?

They're very long and green and have a bulb on the end.

  2. It's a form of kelp.

Bull Kelp.  The bulb part floats at the surface with leaves coming off of it.  The other end - where it looks like roots - is what holds onto rocks at the bottom of the ocean.  Not sure where Rialto Beach is but I've seen quite a lot of  Bull Kelp at Port Angeles on Dungeness Spit.  Here's some pics from a hike there on the beach.  When you see a bunch of it kinda looks like the entrails from some monstrous creature!
