Birth, marriage and death records are the three "primary sources" that we use. When you go back far enough, baptismal registers replace birth certificates.

Census, voter registration and pension records are secondary sources that are used. They're often not filled out by the person him/herself, so we give them less importance. For instance, the US Census Bureau says that if a house is visited three times and no one answers, a neighbor can be contacted to fill out whatever information they may know. They can guess at ages, place of birth, place where parents were born, etc. But the records don't tell you who filled out the record, so we always take the census records with less importance than things like a marriage license.
