I believe that would be called the cytoplasm- in general.  It's the part outside of the nucleus that contains all the other parts within a cell.  More specifically the endoplasm is one of two parts of the cytoplasm that targets the "watery liquid" you describe.  The ectoplasm is the second part which is the membrane that holds everything inside the cell.  Hope that helps.
