  1. I believe that secularism actually helps religious organizations more than it can possibly hurt them. The dominate religion in each region would probably argue against it. Once religion has an affect over governmental procedures soon after you will have every other religion seeking an equal share, at which point you find yourself trying to make everyone happy without it being possible to make any move that won't find negative responses from one or multiple religions.

The least dominate religions in a region would also be forced to alter their beliefs to accommodate the countries views that are tainted with the beliefs of a certain religion, which results in certain followers finding themselves forced to go against their own beliefs.

You also get those that don't follow a religion forced to pay for religious inspired governmental procedures.

  2. I am all for it. Civil law should always be superior to religious law  if only because not everyone follows the same religion... or a religion at all. And keeping religion in the private life sphere stopped the nasty wars between state and church. To each its place, and religion has no place in the public life.

    But then I'm French.
