  1. If you have a account in Texas, he can by Internet banking make the transfer from his bank to yours ( Banreservas and Banco Popular and maybe Scotia bank) I hope this helped.

  2. Foreign can have bank accounts in Dominican Republic, with the only condition that they present a citizen from Dominican Republic as a kind of "endorsement", they (I believe, the aliens) can't open accounts by them self, they need to be residents (our ID called "cédula" is the only document that matters).

My suggestion, open a paypal account, link it with a US Bank Account, and wire money thru xoom.com, Xoom.com works in Dominican Republic and with paypal, you can withdraw the money from any Progreso Bank, just using any kind of official ID.
