  2. for beginners there is no better place than cowells beach on the west side of santa cruz, close to the board walk.. but if your more advanced they are all pretty surfer friendly with the exception of stockton ave and a couple of westside spots, steamer lane is definatley one of my favorites and is pretty surfer friendly as long as you know what your doing.
