What book is this?? please please help me!!?

i read this book a million years ago and i can't remember the title. its a collection of short stories and the cover shows a guy throwing money off a balcony. one story is about a hitch hiker who has really fast hands. he steals a police-officers badge when they get pulled over and takes the belt of the guy giving him a ride without him noticing he also lights his cigarette so fast that you cant see his lighter. another story is about a man who can see even though his eyes are glued shut and covered in bandages. another is about a man who gets an epiphany and throws money to the street. please help its really bothering me that i cant remember the title.

You could try to Google the main characters. There is a scene of a guy throwing money into the street in the movie 'Around the World in 80 Days'.
