The white hooded costume that Kylie was wearing was made specially for her by a British designer (an unknown woman, can't remember her name).  It was a one-off, so nobody can buy one.  However you might be able to make one/persuade a dressmaking friend to do it for you, or if you're rich, hire a dressmaker to make one for you.
