If you don't know anyone at that particular number and they continually harass you, go to the FCC.gov website (FCC stands for Federal Communications Commission) and lodge a complaint against that phone number and they will investigate the situation.  

If you do not want your phone number available to telemarketing companies and you live in the US, you can also use the FCC's FREE service and put your name and phone number on the National Do Not Call Registry list and it will prevent you from these types of calls for 5 years and you can also list your cell phone number there as well (since some companies use automatic dialers and can not differentiate between what is a cell phone.)

The calls will only stop from businesses of whom you have no direct dealings with and will continue to allow calls from Political Campaigners, the Utilities companies and other places who want to offer you upgrades to their services using the toll free numbers or reminder notices of special events.

We use to have a real hassle around my house with these toll free numbers calling at all hours, but since we signed up a few years ago, we may get one or two, if that.
