The hare because he thought he was better and faster than the tortoise. He also thought that he could rest along the way of the race. He was erratic and unpredictable.

So along came the tortoise who was not fast but was a plodder but with the finishing line in his sights no one but not one was going to stop him from reaching the finishing line.

Off he went plodding along at a tortoise pace; and along ran the hare at break neck speed and overtook the tortoise. However, the hare could not maintain this fast pace and chose to have a wee nap, and he thought he would still overtake the poor old Tortoise.

The tortoise unaware that the hare was snoring his head off in the bracken carried on stoically to the finish and found much to his surprised that he had won the race. Much to the disgust of a very disgruntled hair who had not learnt that a race has to run be run with consistency much life life is you are to succeed.

The hare. As this is only a myth and not in the slightest bit true you have to look at the moral message. In this case it is- you don't have to race along at full speed to be the best. Sometimes taking your time and paying attention to the inportant details is more important than being the first across the line with scrappy half made conclusions.

If I'm right in thinking you placed this question in the correct category, it was Hugh Fearnley-Whittingstall who came second, just behind the hare.  He already made Tortoise kebabs to sell at the local farmers' market, and was about to catch the hare, to make it into some type of profiterole for the local womens' guild coffee morning.
