What can I do to MAKE my high-rise building in Chicago recycle?

I've written a letter to the management, but it seems like I am the little fish in the big ocean. And I hate it everytime I throw away a coke can, etc.

Your problem is the verb MAKE.  No one likes being made to do anything and will resist attempts with every tool available.  In this case, since you have no power, you cannot MAKE them do anything.  Get over it.

Talk to the other tenants, and do what you can to recycle your own trash.

Call 311 & get the city on their asses. Its the law that they should have a recycling program in place!!
