People love Free Stuff. Give away little things like pens, stickers, keychains... etc. If you have the budget, create a prize wheel. This will draw attention and people get excited to win something, not matter what it is.

Play a video about the safety issues that face highway workers. Or show something using a PowerPoint demonstration. Definitely have sound coming from your booth. It attracts people. Follow up your safety presentation with the novelty items that the other person mentioned. A few things with your logo that emphasize the safety theme would be good. They will act as reminders.  Too many highway workers are killed while doing their job because people "just won't slow down" even when they see the signs.
