What can I do to get away from this really slow...

Question

whenever i scroll up and down, i can see the images changing.. i mean its refreshing rate is really slow. if i refresh it, i can see the image dropping down. Imagine a powerpoint changing from slide to another set in drop from top motion. I just installed Windows XP Radeon Omega Drivers 3.8.360 (Cat 7.4) Videocards - ATI
Catalyst (Modified) | 25 MB. What can I do to get away from this really slow screen refresh ?
