What can I wear to a restaurant which dress code is: Casual Elegant? Will a summer dress w. wedges do? Help!?

Its my 5th Anniver. & my Boyf chose to take me to Parker's Light House in Long Beach! Dress code is : Casual Elegant. I have no idea what to wear! I was going to wear a black lace dress w high thin heels, but i feel it might be too much, do i was thinking a nice (white polka dot)navy blue summer dress with red wedges or white heels. Please help me!!

I would go with the polka dot navy dress and white heels if they are strappy and cute and not boring pumps.

The black lace would look good later in the year.
