What can a computer or device with no operating system do?

Aside from access pure hardware BIOS?

Pretty much nothing. The operating system basically IS the computer. Without it all you can really do is run a bootdisk and access the system BIOS

carefully tie a rope to it (best to loop it through the inside of the case) and then attach the other end to your boat.  You now have an excellent boat anchor :-)))))

Nothing - A computer with no operating system does nothing except look on the hard disk for an operating system an gives an error message saying no operating system found or something like that.
