  1. It is still due to be paid,usually the debt gets sold on to someone lower down the debt pecking order.Then the heavies move in and you pay,one way or the other.The normal procedure is through a Bench warrant,which will give them power of entry and seizure of property.

Not sure how things work on your side on the pond but over here (in the USA) if you had a debt from another country but you stayed in the USA nobody would ever be able to bring suit against you for the foreign debt.  The US courts do not hear cases relating to other countries and maybe you could bring suit in the foreign country but you could never force the person to leave the USA to attend the case and therefore could not push the court forward in the foreign country.  To put it bluntly, you could do nothing about a foreign debt if the person never went to the foreign country.

    Since the UK and Ireland are physically so close and therefore this sort of thing may come up more frequently over there, possibly there is some sort of arrangement the countries have made regarding this.  Still, I really doubt it, I suspect that as long as you never leave the UK and physically set foot into Ireland they can't even bring suit against you (I mean they can bring the suit but you won't attend the hearings so how can they find against you).  

    So, I'm guessing they can do absolutely nothing (beyond ominous letters and annoying phone calls), but again - I'm not even on the same continent as you so better check this answer somewhere else.

  3. I think the Irish company can sell the debt to an English collection agency. The English collection agency will then pursue the debt.

  4. The rules are no different in the uk except in scotland where they do not have warrant sales.

  5. The nationality of the company is not an issue since they will simply follow the legal procedures of whatever country they need to.

  6. If by Irish you mean the 'proper' Irish the South.

    Then there is a lot they can do.

                                    Let me give you an example:-

    A friend of mine went off to Spain, an EU country, he moved from UK to Spain ,which is also an EU country, he took with him a car  which he still owed money on in the UK, they traced it and took it back, to the UK.

                         If the amount is significant they will find whoever owes this money and they can do whatever they would do in the UK.

                          Really depends on the amount owing, and would it be worth the trouble and cost?.
