What can be done leagally, if I have seepage in my flat from the upper flat?

The damage is in my flat and the work is need to be done in the upper flat. But, the upper flat owner is not willing to cooperate.

Call the health inspector and explain that you're always getting headaches and feeling really sick and you think it's caused by the mould growing in the building due to the water leak. Getting the government on your side will usually trump a cheap landlord or ignorant neighbour.
