What can be done to address labour shortages?

In my city, several businesses have been looking for workers for quite some time, and building constructions have been delayed due to a lack of skilled workers. What can businesses and communities do to attract and retain their employees?

Businesses and communities can offer on-the-job training to new employees.  They can be paid at a lower wage until they reach approved skill levels.  It is unrealistic for businesses to expect an unlimited pool of skilled workers.  Train your own!
