What can be done to encourage people and organizations to make their Websites more accessible?

the World WIde Web Consortium urges Website designers to provide equivalent text , audio or visual content, include features that allow elements to be activated and understood using a variety of input and output devices, and make the user interface follow principles of accessible design. could somebody specifies why should the government require that all Websites meet the W3C accessibility guidelines? Do Websites run by disability organizations have a moral obligation to meet the guidelines?

  1. Moral obligation - no. People have morals -  organizations have values and missions.  Should disability organizations insist that they have accessible websites when they are being designed - absolutely.  Should their users complain when they find a site unusable - absolutely.
